Reining in Rio: Not everything goes at Carnival

Carnival has been run by local organized crime for over 20 years that i know of.  as far as the debauchery it is a tradition at such events.  in Rio, New Orleans,  Key West and else where.   That is why people go to the events.  Eat drink and get lucky. In all honesty why would any one spend $1000.00s of dollars to go a Sunday school class you can do that at home.
