Everything should be translated in Spanish?

I was wondering yesterday at work. We have MANY Mexicans who do not speak ONE WORD of English and can not read or write in English either. Most of them have Medicaid for their children and want all the instructions in Spanish and almost demand a Spanish speaking person to talk to. I can almost understand it but do we, as English speaking, writing and reading Americans/ legal Immigrants do them wrong by doing so? They will never learn the English language like this. We do not do it for the German, Polish, Russian or many other lmmigrants.     By doing so, is there an assumption that they are not smart enough to learn?
Everything I get from all 3 different schools our children attend is also in Spanish. The waste of paper is just huge!
Before somebody says that I can not possible understand how sad this is for them, I can! I came to America having learned Latin and French at school. (I thought I will never need English:)) Of course I took my 4 years as ESL but all you learn is how to order something. Very minimal skills. I had to learn English fast! Nobody helped me by giving me instructions in German. What are your thoughts on this? Are we doing them right or are we stamping them as not so smart and they have to have the extra help since we do not do it for other languages.
